Eden Rosales

Ombudsperson

Eden Rosales serves as the Ombudsperson in the Office of the Developmental Services Ombudsperson, bringing more than 20 years of experience in long‑term care advocacy, data-informed oversight, and person-centered services for older adults and people with disabilities. In her current role, she leads the Ombudsperson Office established under SB 471, providing an independent and accessible point of contact for individuals receiving regional center services, their families, and the broader community.

Eden is personally committed to strengthening equitable access, resolving concerns collaboratively, and improving the developmental services system.

Cynthia Salomón-Ponce

Supervisor II

Cynthia has more than 20 years of experience supporting individuals with developmental disabilities and their families. She began in Deaf Services, worked for Disability Rights California in both Clients’ Rights Advocacy and statewide Special Education matters and later conducted investigations and reviews for oversight of the representative payee program.

Cynthia joined the Department of Developmental Services in 2022 to help launch the Office of the Self-Determination Program Ombudsperson and currently serves as a Supervisor II within the Office of the Developmental Services Ombudsperson.

Shanna Holzer

Supervisor II

Shanna Holzer brings more than 15 years of experience serving California’s developmental disability community. She joined the Department of Developmental Services in 2019, supporting service quality in the Family Home Agency model before transitioning to the Office of the Developmental Services Ombudsperson. As a Supervisor II, Shanna works to help individuals, families, and community members understand and navigate regional center and developmental services systems.

Shanna is dedicated to helping individuals access their rights and services in the most supportive and least restrictive environment possible.

Sangita Prasad-Araya

Analyst II

Sangita serves as an Analyst II in the Office of the Developmental Services Ombudsperson and brings more than 10 years of experience supporting individuals with developmental disabilities. She began her career as an Early Intervention Teacher and later worked within the Regional Center system, including supporting individuals with low or no purchase of services. She has collaborated extensively with community-based organizations to help individuals and families access needed resources. Sangita is committed to reducing barriers to understanding or accessing services.

Bilingual Analyst II

Gloria brings more than 20 years of state service experience to the Office of the Developmental Services Ombudsperson. She began her career assisting clients with unemployment insurance claims before moving into fraud identification and resolution. She later supported programs within the California Department of Public Health, including teen pregnancy prevention and statewide healthcare workforce certification. Bilingual in English and Spanish, Gloria is known for her responsive and high‑quality service and is committed to supporting individuals and families with care, clarity, and respect as they navigate the developmental services system.

Analyst II

December Robinson serves as an Analyst II in the Office of the Developmental Services Ombudsperson and brings more than 20 years of experience supporting individuals served by regional centers and their families. She began her state career with the Department of Developmental Services in 1999, working at both Lanterman and Fairview Developmental Centers, including supporting their closure processes. She later contributed her experience to the Department of Corrections and Rehabilitation in the Nursing Services Division. December is committed to continuing her work with compassion and dedication, ensuring individuals and families feel supported throughout their services journey.

Rosie Quiroz

Bilingual Analyst II

Rosie Quiroz is a Licensed Psychiatric Technician with more than 28 years of experience supporting individuals with developmental disabilities and mental health needs. She began her career at Fairview Developmental Center working with dually diagnosed adolescents and has since gained broad experience in developmental services, correctional case management, AB 109 probation support, and regulatory oversight through the Department of Social Services Community Care Licensing Division. Rosie is bilingual in English and Spanish and is committed to advocating for dignity, compassionate care, and meaningful support for individuals and their families.

Bilingual Program Specialist II

Mari serves as a Program Specialist in the Office of the Developmental Services Ombudsperson and has supported individuals and families in this role since 2022. With more than 10 years of experience, she previously worked as a Rehabilitation Counselor with the Department of Rehabilitation, supporting students through the Transition Partnership Program and partnering with regional centers as a Supported Employment Counselor. Bilingual in English and Spanish, Mari is committed to empowering individuals by providing steady, compassionate guidance rooted in active listening, empathy, and person‑centered support.

Analyst II

Brianna brings more than 10 years of experience supporting individuals with developmental disabilities. She began her career as a special education instructional aide, where she developed a strong foundation in inclusive, person-centered support. She later expanded her expertise through applied behavior analysis and held leadership roles within the Self-Determination Program, most recently overseeing operations, staff development, and compliance for a Financial Management Service. She joined the Office of the Developmental Services Ombudsperson in 2026, working to strengthen communication, streamline processes, and help ensure individuals and families receive accurate, person-centered guidance. Brianna is committed to continuing to promote choice, independence, and community empowerment for individuals and families.

Michelle Dela Rea serves as an Analyst II in the Office of the Developmental Services Ombudsperson, bringing more than 15 years of experience across nonprofit, for‑profit, and public service organizations. Her work has focused on strengthening systems of care, improving operational processes, and supporting teams in delivering responsive, equitable services to individuals with complex needs. Michelle has led system improvements, facilitated cross‑sector collaboration, and built strong community partnerships that enhance access and accountability. She is known for her thoughtful, solutions‑focused approach and is committed to continuous learning and to creating structures that help individuals, families, and teams thrive.

Bilingual Executive Assistant

Connie Parra serves as a Bilingual Executive Assistant in the Office of the Developmental Services Ombudsperson, bringing a strong foundation in administrative, operational, and public‑facing service. She joined the Department of Developmental Services in 2023 after working in city and county agencies, where she built strong connections with the public and supported teams through responsive, organized service. In her current role, Connie oversees data collection, validation, and reporting and contributes to office operations through specialized assignments. Bilingual in English and Spanish, Connie is committed to strengthening access, improving processes, and supporting data‑driven outcomes that help individuals and families receive accurate, timely, and respectful assistance.
